Graded Reader Method divides learning a foreign language into three stages.
Stage 1: Understanding.
In order to carry on a fluent conversation, you have to understand your conversational partner. If you have poor listening comprehension, you do not have any basis for a successful conversation. A good comprehension means that you have a vocabulary of at least 2000 and a good understanding of the structure of the language. Old fashioned reading is the best way of developing this understanding. At Language Institute of Georgia we teach students how to read in foreign language on their own.
Stage 2: Building your own sentences.
Speaking successfully also means that you should be able to build your own sentences fast. Even in brief conversations, you may have to build several hundred sentences to express yourself. Very good retention of commonly used words and structures is required for this to happen. Extensive reading will enable you to achieve this. I myself speak five languages fluently and owe three of these to extensive reading. Language industry does not promote reading because reading material is availble for free or at a very low cost. Well read people are also eloquent speakers because of their good command of the language.
Stage 3: Speaking practice
Once you have acquired a reasonable command of the language, you can fill some gaps in your knowledge via speaking practice. You have to practice building wide variety of sentences. For this you have to have a good understanding of the language. In other words you have to know the language before you can practice it. The ability to build your own sentences is the key.
